Two-Variable Cost Allocation Calculator

The Two-Variable Cost Allocation Calculator, developed by Texas A&M Transportation Institute (TTI) and RLS Associates for National RTAP, is available in an MS Excel or MS Access application. Both versions of the application provide the same level of specificity for data inputs and produce output reports for individual routes/services or groups of routes. You do not need Access installed to run the Access version. The calculator determines the fully allocated cost for providing service by travel mode, jurisdiction, service type, individual route/service, and sponsored services (if applicable). You need to log into your National RTAP Cloud account to access the calculator.

Understanding Roadway Safety in American Indian Reservations

The focus of University of Minnesota's Center for Transportation Studies' Understanding Roadway Safety in American Indian Reservations: Perceptions and Management of Risk by Community, Tribal Governments, and Other Safety Leaders is roadway safety in American Indian reservations. Four case studies were conducted in partnership with the tribal governments of the Red Lake, Fond du Lac, Leech Lake, and Mille Lacs reservations.  The report covers pedestrian safety, reckless driving, and Tribal cooperation with local, state and federal agencies.

This National RTAP Technical Brief provides an overview of the U.S. DOT's Disadvantaged Business Enterprise (DBE) program for DOT-funded agencies and the different requirements you should be aware of.

USDOT distributes a significant amount of money each year through state and local governments in contracts for public and community transportation. U.S. DOT's DBE program is intended to ensure nondiscrimination in the distribution of these funds to subcontractors.

The technical brief was updated in 2017 to include guidance for sub-recipients who may be required by their state to include DBE third-party contracts.
