Understanding DOT's Disadvantaged Business Enterprise (DBE) Program

This National RTAP Technical Brief provides an overview of the U.S. DOT's Disadvantaged Business Enterprise (DBE) program for DOT-funded agencies and the different requirements you should be aware of.

USDOT distributes a significant amount of money each year through state and local governments in contracts for public and community transportation. U.S. DOT's DBE program is intended to ensure nondiscrimination in the distribution of these funds to subcontractors.

The technical brief was updated in 2017 to include guidance for sub-recipients who may be required by their state to include DBE third-party contracts. In addition, a sample transit agency DBE plan donated by the Southern Nevada Transit Coalition (SNTC) is available for download -- a link is provided within the PDF or click on Related Resources.
