Program Status and Trends

National RTAP conducted surveys of RTAP managers in 2002, 2010, 2013 and most recently, in 2015. Although the questions were different each year, this section covers some of the overarching trends in program management for which multiple years of data were collected. In 2015, 50 out of 54 states and territories responded to questions about a variety of program elements. Data from previous years that overlaps with the information collected in the 2013 survey is included below. For more detail, view the results of the 2015 State RTAP Managers Inventory

In 2015, the trend of RTAP programs being outsourced continued with 42% of  states reporting that their programs were wholly in-house. One notable trend is an increase in states managing programs with a combination of in-house and outsourced parts.  Twenty-five percent fewer states provided training in 2013 than they did in 2002. More states provided scholarships, technical assistance, and training in 2013 than in 2010, but fewer provided services such as grants, a lending library, and a calendar. States built and maintained RTAP websites/webpages at increasing rates from 2002-2013, which follows the steady proliferation of internet availability and usage.

*The 2010 survey did not give “combination” as a choice, so it’s possible that many of the in-house programs actually contracted some of their elements at that time.

States also experienced a subtle shift in training sessions offered. Below are the most popular training topics offered by all states in 2010 and 2013, defined as those topics provided by more than 40% of states. Please note that states were not asked whether they provided Maintenance, PASS, Wheelchair Lift Operation, or Wheelchair Securement training in 2010. 

In 2015, National RTAP surveyed state programs about their usage of online eLearning platforms, finding that fewer than 10% of states currently utilized a eLearning platform to deliver training. The majority of programs currently deliver their training in person (90%) or online (46%) without a specific learning management system.
