Program Status and Trends

Since the 2015 survey, the trend to outsource the state RTAP program has reversed based on the 2017 survey results.  In 2017, 49 percent of the states provided the program in-house compared to 42 percent in 2015.   Fewer states outsource in 2017 representing only 27 percent compared to 30 percent in 2015 and the number of states using a combination of in-house and outsource has also gone down from 38 percent in 2015 to 24 percent in 2017.  Similar to other years, most training is provided in person (84 percent) using PowerPoint presentations and in-house material.  Seventy-one percent of the respondents also use National RTAP materials which is up slightly from 2015.  States continue to depend on in-state and out-of-state conferences for training as well. 

In 2015 the state RTAP programs were introduced to the National RTAP eLearning program.  At that time no state was using the program while 10 states had registered but had not yet used the program.  In 2017, 19 states were actively using the program. More states are also using software, ranging from MS Excel, Black Cat Grant Management and customized software, for grants management.

There are a few types of training that are required by the Federal Transit Administration (FTA) such as ADA and Drug and Alcohol.  Many states also have a number of trainings that is required.  Over the years National RTAP has changed the way the question about training is asked.  The list below is based on the training sessions that are offered by at least 40 percent of the states.  In 2017 many of the trainings that were listed in previous years are still provided but did not represent at least 40 percent of the states.
