The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU).
On March 18, 2010, President Obama signed the HIRE Act. This bill offers businesses a number of incentives to hire new workers and extends the Highway Trust Fund so states can continue creating and sustaining transportation construction jobs. The HIRE Act also transfers $19.5 billion into the Highway Trust Fund (HTF), including $4.8 billion into the Mass Transit Account.

H.R. 1329, The Clean, Low Emission Affordable New Transportation Efficiency Act (CLEAN-TEA).
Impact on Transit: SAFETEA-LU authorizes the transportation funding, whereas this Act moves to change the funding formula with the inclusion of cap and trade revenue for transportation funding.
Status: Referred to and pending in House Subcommittee on Railroads, Pipelines, and Hazardous Materials since March 2009.
FTA Announces FY10 Discretionary Funding Opportunities
Transit Investments for Greenhouse Gas and Energy Reduction (TIGGER) Program
- Grants must be submitted by August 11, 2010.
- $75 million available; $1 million min award; $25 million max
- Proposals will be evaluated on the ability to reduce energy consumption and/or greenhouse gas emissions of the transit agency.
Clean Fuels Grant Program
- Grants must be submitted by June 14, 2010 and submitted electronically through Grants.gov
- $81.2 million available
- Assist nonattainment and maintenance areas in achieving or maintaining the National Ambient Air Quality Standards for ozone and CO and to support emerging clean fuel and advance propulsion technologies for transit buses and markets for those technologies.
Bus and Bus Facilities Program
- Grants must be submitted by June 18, 2010 and submitted electronically through Grants.gov
- $775 Million available for program.
- Part of the FTA’s sustainability efforts. Program is consistent with the Clean Fuels Grant Program.
Department of Transportation’s National Infrastructure Investments (TIGER II) Program
Tribal Transit Grant Program (TTP)
- Grants must be submitted by June 28, 2010 and submitted electronically through Grants.gov
- Availability of $15,074,963 million in funding
